How to Claim the Exemption

Your lawyer handles the process with IRAS. The steps are straightforward:

Secure an OTP โ€” Option to Purchase is the standard first step. No prior approval needed.

Submit to IRAS โ€” Your lawyer submits the exemption form with your passport and OTP.

Receive Certificate โ€” IRAS issues a stamp duty certificate confirming ABSD does not apply.

If a foreign person wishes to purchase a landed residential property, he or she is required to seek approval under the Residential Property Act โ€” assessed on a case-by-case basis, considering:

  • Should be a Singapore Permanent Resident for at least 5 years
  • Must have made exceptional economic contributions to Singapore (assessed via employment income assessable for tax in Singapore)
